Sir Philip Lowe

Senior Advisor
Sir Philip Lowe has had a distinguished career in both business and government, significantly impacting competition policy and energy regulation.

He pursued his education at Oxford, earning a degree in Politics, Philosophy, and Economics, later obtaining an MSc (now MBA) from the London Business School. He began his career in manufacturing before joining the European Commission in the early 1970s. Over the years, he held several key roles, including Chef de Cabinet and Director in areas like regional development, agriculture, and transport.

He pursued his education at Oxford, earning a degree in Politics, Philosophy, and Economics, later obtaining an MSc (now MBA) from the London Business School. He began his career in manufacturing before joining the European Commission in the early 1970s. Over the years, he held several key roles, including Chef de Cabinet and Director in areas like regional development, agriculture, and transport.

From 1997, he served as Director-General for Development, followed by leading roles as Director-General for Competition and for Energy at the European Commission, where he shaped pivotal European policies. After his tenure at the European Commission, Sir Philip served on the UK's Competition and Markets Authority Board and as a Senior Adviser at a consulting firm. He joined Oxera as a Senior Advisor in 2018, and through this ongoing placement he provides strategic insights in competition, regulation, and finance. In addition to his professional roles, Sir Philip has been actively involved in academia and thought leadership. Markedly, Sir Philip also chairs the EU Competition Law and Policy workshop and he is also a Distinguished Fellow of the Centre for Energy Reform.
